Improving household economic security

KHPT’s efforts for inter-sectoral co-ordination with Food Civil Supplies and Consumer Protection Departments under the leadership of MSACS and MDACS

A consultation meeting with the departments was held on 16th June, 2017 in MSACS with the objective to describe the challenges faced by people & children living with HIV/AIDS in availing schemes under the Public Distribution System and explore the possibilities of inclusion of households of PLHIVs in the eligibility list. In this meeting, two child advocates expressed their concerns and struggles including breach of confidentiality of their HIV positive status by some people. The Rationing Controller was sensitized to high rates of severe and moderate malnutrition levels amongst children living with HIV and their siblings and stress was laid on the need for enhanced supply of raw food materials to these households.

The Rationing Controller in his remarks said, “I will pass clear instructions to all the concerned officers that CABA and their family members should be given first priority and provided with free food supplies”.

He advised the program to submit the list of CABA and their family members who need ration cards and also the names of children to be included in the card. Following this consultation, the child advocates who spoke in the consultation meeting were given the benefit of free ration (25 kg food grains) under the Anna Anthodaya Program within 2 days and the three cluster districts were instructed to submit the line list of all CLHIV families that are facing a similar problem. The project has submitted the line list for three cluster districts and following up with the concerned officers at the district level.

At the individual level, CABA and their families received immediate benefit of Free Ration under Anna Anthodaya Scheme as a result of the consultation.

At the State level the consultation set the stage for the system to be tailored to the needs of CABA and many more such children and families will be benefitted due to the sensitization of the concerned officials. MDACS and MSACS are now assured that the children in their ART centres have access to additional nutrition requirements including those CLHIV on ART.

This initiative has been implemented by PEPFAR – USAID funded KHPT ‘HIV/AIDS Orphans and Vulnerable Children Social Protection project’ in the three cluster districts of Maharashtra. The third objective of the project emphasises on the need to strengthen inter-sector collaboration between line departments to ensure that CLHIVs and their families are linked to all government schemes at Maharashtra state level. The above success is the result of these advocacy initiatives undertaken by the project team in Maharashtra.

Following key departments representatives were present.  Rationing Controller Officer from the Food, Civil Supplies and Consumer Protection Department.  Project Director MSACS, Additional Project Director MDACS, Secretary of the State Level Positive People Network, Representatives of partner organization like NMP+ and CCDT, other NGOs like Karunya Trust, FSW NGO and representatives of KHPT.

The Mainstreaming Division of MDACS and KHPT’s Maharashtra state team took the lead in organizing this state level consultation meeting. This was done under the guidance and support from MDACS and MSACS. State Level Positive People’s Network and other NGOs also supported this consultation meeting.

Next steps –As instructed by MSACS and MDACS, the list of PLHIV who need Ration cards and names of CABA to be included in the ration cards are in the process of being submitted to the concerned department for follow up and action.
